A message dated July 10, 2014, was received stating the Governor                                                                
signed the following bill and is transmitting the engrossed and enrolled                                                        
copies to the Lieutenant Governor's office for permanent filing:

      "An Act exempting the Public Defender Agency and the office of                                                            
      public advocacy from certain provisions of the State Procurement
